The website Evroto.bg has published Guidelines for the implementation of the obligation for dual indication of prices of goods and services by traders and for payment of purchases in cash in euros and leva, in connection with the introduction of the euro in the Republic of Bulgaria - https://evroto.bg/bg/euro/eurozone/documents#.
The Guidelines have been prepared in accordance with the requirements of the Law on the Introduction of the Euro in the Republic of Bulgaria (ZVERB). The purpose of the document is to further clarify the implementation of the provisions of ZVERB regarding the period of dual indication of prices of goods and services in leva and euro - from August 8, 2025 to August 8, 2026, as well as the period of dual circulation, in which the two currencies will simultaneously be legal tender - from January 1 to January 31, 2026.
The Guidelines have been developed by the expert working group "Non-financial sector" at the Coordination Council for the Preparation of the Republic of Bulgaria for Membership in the Eurozone. They apply to traders from the non-financial sector and are not applied by traders providing financial services, in respect of which special rules under the ZVERB apply.
The general recommendations when preparing labels are for clear and legible display of prices in levs and euros, as well as their abbreviations or distinctive signs (lv., €, BGN, EUR) in the same font size. Excessive and additional elements that lead to consumer confusion should be avoided. Recommendations have been made to traders on how to apply the rules for dual labelling in different scenarios – e.g. goods offered in packaging, in bulk, services offered outside the retail outlet, etc.
For the convenience of traders, sample visualizations have also been developed, which can be viewed in the annexes to the Guidelines.
