The Bulgarian Industrial Capital Association (BICA) expressed support for the draft laws amending and supplementing the Civil Servant Act and the Law on the Ministry of Interior during today's meeting of the National Council for Tripartite Cooperation. On behalf of the association, the Chairman of the Management Board Rumen Radev and the Executive Director Dobrin Ivanov participated in the Tripartite Council.
BICA believes that the draft law related to the Ministry of Interior is a step in the right direction, but needs improvement to achieve higher efficiency and transparency in the "Security" sector. In this regard, the association proposes specifying the formula for determining salaries, developing a plan for optimizing the composition, introducing a transparent mechanism for assessing effectiveness, as well as unifying the social security contributions of employees in the Ministry of Interior with those in the private sector.
With regard to the Law on Civil Servants, BICA assesses the proposals as aimed at overcoming current problems, although insufficient for a comprehensive reform. The association categorically supports the return of the competitive procedure for appointments and the limitation of additional remuneration. The concept of shared services from centralized units is positively assessed as a step towards improving access to services and optimizing administrations.
At the meeting of the National Council for Tripartite Cooperation, the Chairman of the Board of BICA, Rumen Radev, was elected Deputy Chairman of the Council from the employers' quota. This recognition emphasizes the significant role of BICA in social dialogue and confirms the expertise of the association in key areas of economic and social policy.
