The decision was taken at the Council meeting, which was held on November 18, 2025 and brought together representatives of institutions, control bodies, employers' and trade union organizations.
The meeting opened with a presentation of the main trends in compliance with tax and social security rules in Bulgaria, based on the analytical results of the National Revenue Agency. Through the use of econometric models, key factors influencing the behavior of companies and citizens were illustrated, including gray practices, discrepancies in declared turnover and specific risk sectors.
Prof. Dr. Stefan Petranov presented the interim results of the national representative sociological survey related to the KIIS and PIZS indices. The data outline public perceptions of the spread of undeclared employment, key forms of the gray economy and the impact of digitalization, atypical employment and sustainable transition. Emphasis was placed on the differences between the assessments of workers and employers and on the identified high-risk areas.
During the meeting, Assoc. Prof. Dr. Milena Angelova presented the progress of the project to limit the shadow economy, including the development of sectoral qualification frameworks, updating the Occupations Rating and its calculation. The results of the conducted studies and trainings, as well as the upcoming activities in 2026, were reported.
The Public Council "Economy in the Light" will continue its work in 2026 with a focus on integrated actions between the state, business and social partners to reduce the shadow economy and increase economic security in the country.
