The Bulgarian industrial Capital Association (BICA) has presented an official opinion on the draft of the Waste Management Act, published for public discussion in connection with the introduction of the requirements of European legislation on packaging and packaging waste.
In its opinion, BICA states support for the need to modernize the regulatory framework and introduce a deposit system, but expresses serious concerns about proposed texts, which, according to the association, create a risk of restricting competition, administrative distortion of the market and creating prerequisites for a dominant position.
BICA emphasizes the need for clear criteria for representativeness, transparent mechanisms for determining market share, guarantees of equality of all participants and regulatory certainty in the functioning of the National Deposit Operator.
The position also emphasizes that an effective deposit system should be built in compliance with the principles of competition, predictability, transparency and investment protection, with AIKB declaring its readiness to participate in the subsequent expert dialogue on the topic.
